Diploma in Nursing / Certified in Medical Laboratory Technology / Diploma in Medical Laboratory Technology / Certified Radiological Assistant / Diploma in Dental Mechanic and Dental Hygienist Courses
(Amendment to guidelines issued in G.O.Ms.No.1438 Health dated 28.7.87)
(1)Existing Guidelines
Paragraph 2 of the G.O.
Based on the report of the committee, the Director of Medical Education has now submitted proposals for formulating suitable norms and conditions for starting the following Para Medical Courses:-
Amendment
In para 2 of the said G.O. the following revised table of courses shall be substituted in the place of existing one.

(2) Existing Guidelines
Paragraph 3 of the G.O.
The Government after careful consideration have now decided that only such of private managements/organisations who could start/run such Para Medical Courses in Tamil Nadu without involving any financial commitment to Government both under recurring and non-recurring items of expenditure and who could fulfill the following conditions shall be permitted to start such courses:-
1. The Private Organisations/ Management which desire to start Para Medical Courses must satisfy all the requirements detailed below:-
Amendment
In Para 3 of the G.O. the following conditions shall be substituted instead of existing one.
"The Government after careful consideration have now decided that only such of Private managements/ organisations as registered trust or registered Society who could start/run Para Medical courses in Tamil Nadu without involving any financial commitment to Government both as assistance from Government of India/ Government of Tamil Nadu under recurring and non- recurring items and who could fulfill the following conditions shall be permitted such courses . Further in place of wherever the word Private organisations / Management occurs " the word the Private registered trust / Society may be substituted".
In Paragraph 3 (1) (i) of the G.O. the followisng conditions shall be added
For the nurses training to be conducted by private management of Registered trust /Registered society they should necessarily provide 150 beds own hospital with a minimum of 50 beds allotted for poor patients. However, the same 150 beds own hospital is permitted to be utilised for other courses run by the same institution in the same area. But, the same bed facilities will not be permitted to be utilised by another trust's institution. Attachment of Hospital for tie-up arrangements may be allowed but the same Hospital should not be shown by any other institution.
(3) Existing Guidelines
Para 3 of the G.O.
Diploma in Nursing
This should be approved by the Indian Nursing Council. The Institution should satisfy the regulations prescribed by the Indian Nursing Council.
Inspection by the Professor in Nursing, College of Nursing, Madras Medical College and a nominee of the Directorate of Medical Education, Madras-5.
Amendment
The following conditions shall be substituted instead of the existing paragraph:-
The inspection by a committee appointed by the Director of Medical Education with the concerned officials will inspect for the purpose of granting permission.

Paragraph 3 of the G.O.
Certificate of Laboratory Technology
Inspection by a committee constituting of Director, King Institute of Preventive Medicine, Guindy, Madras-32. Professor of Pathology , Professor of Microbiology and Professor of Bio Chemistry, Madras Medical College, Madras and a nominee of the Directorate of Medical Education, Madras-5
Amendment
The following conditions shall be substituted instead of the existing one:-
Inspection by a committee consisting of Director, King Institute, Guindy and others as ordered by the DME will conduct inspection and send a report.
In case of DMLT course Director of King Institute/Deputy Director, King Institute (concerned dealing subject) must be one of Inspecting Officers.
(5) Existing Guidelines
Paragraph 3 of the G.O.
Diploma in Optician course and Diploma in Opthalmic Assistant
Inspection should be carried out by a Committee consisting of the Superintendent, Government Ophthalmic Hospital and a nominee of the Directorate of Medical Education, Madras-5
Amendment
Under the heading "Diploma in Optician course and Diploma in Ophthalmic Assistant course" the word Ophthalmic Assistant shall be deleted, since the course is not now permitted by the Government.
(6) Existing Guidelines
Paragraph 3 of the G.O.
Certified Radiological Assistants in Hospitals
Inspection should be carried out by a Committee consisting of the Director Barnard Institute of Radiology, Madras Medical College and a nominee of the Directorate of Medical Education, Chennai-10.
Amendment
Under heading "Certified Radiological Assistant course" the following conditions shall be substituted instead of existing one:-
"The committee appointed by the Director of Medical Education with the concerned officials and nominee of Director of Medical Education will be the inspecting officers for Certified Radiological Assistant course".
(7) Existing Guidelines
Paragraph 4 of the G.O.
1. Space
Sufficient space for Class rooms, Practical Hall, Library, Store Room, rooms for preparation of Medicine, Sterilisation workshops etc., about 5000 Square feet.should be availabale. Furniture such as work benches should be available. Animal Rooms wherever necessary should be provided.
Amendment
In paragraph 4 of the GO under heading space the following additional conditions shall be included:-
The above physical facilities should be provided in a single campus situated in the plinth area of 5000 Square feet and the above building should be got approved by the local authorities. Long lease for the building shall be allowed for which registered lease deed and building plan duly approved by the local authorities concerned must be obtained and produced.

Paragraph 4 of the G.O.
4. Minimum Bed strength
The minimum bed strength of 50 charity beds should be in the Hospitals so that patients of specimens are available for teaching purposes.
Amendment
In paragraph 4 (4) of the GO under heading minimum bed strength the following additional conditions be included;
The trust / Society should provide 75 beds own hospital with 25 beds free for poor patients other than Diploma in Nursing Course. But for Diploma in Nursing 150 beds own hospital with 50 free beds is quite essential requirement. However, the same 75 bed own hospital is permitted to be utilised for other courses run by the same institution in the same area. But the same bed facilities will not be permitted to be utilised by another trust's institution. Attachment of hospital may be allowed but the same hospital should not be shown by any other institution.
(9) Existing Guidelines

5. Minimum qualification
Qualifications of the candidates as at present existing for the selection to the various courses may be adopted:-
Amendment
In para 5 of the G.O. under heading minimum qualification the following conditions shall be specified clearly instead of existing one.
The educational qualifications prescribed for admission in Para Medical Courses.
A pass in Higher Secondary Course (+2) with Math's , Physics , Chemistry, Biology for Certified Radiological Assistant Course (Minimum Marks as already in force).
A pass in Higher Secondary course (+2)in with Physics, Chemistry, Biology or Physics, Chemistry, Botany , Zoology (Marks condition as already in force) for other Para-Medical courses.
A pass in Higher Secondary course (+2) with Physics, Chemistry, Biology along with Nursing as Vocational Subject. This condition is eligible only for Nursing course.

7. Number of admission
For every 5 beds, one candidate and maximum not more than 15 candidates per year.
Amendment
In para 4 (7) of the G.O. under heading number of admission the following item shall be substituted
Diploma in Nursing course | 20 Candidates per year as per INC Norms |
Diploma in Laboratory Technician course | 15 Candidates per year |
Certified Medical Laboratory Technician course | 15 Candidates per year |
Certified Radiological Assistant course | 15 Candidates per year |
(11) Existing guidelines
Paragraph 4 of the G.O
Sub-para No. 8
The applications of the selected candidates must be scrutinised by the office of the Directorate of Medical Education, Madras.
Amendment
In para 4, sub para 8 of the G.O. the following conditions shall be substituted instead of existing one:-
The application of the selected candidates ( by Private Institutes) must be scrutinised and approved by the concerned examination conducting authorities. The management should send list of such proposed candidates for admission to concerned examination conducting authorities and only on such prior approval the admitted students will be allowed to appear for examinations. "

12. The nature of the examination and centre for examination
The candidates selected in the Private Institutions will take the Government Examination now being held in the recognised Institutions.
Amendment
In para 4 (12) the following paragraph shall be included instead of existing one:
"The examination for the Para Medical courses will be conducted by the concerned authorities noted against each of the course mentioned below :
Diploma in Nursing | Dean, Government General Hospital, Chennai |
Certified in Medical Laboratory Technology | Director, King Institute, Guindy, Chennai |
Diploma in Medical Laboratory Technology | Director, King Institute, Guindy, Chennai |
Certified Radiological Assistant | Dean, Madras Medical College, Chennai |
Diploma in Dental Mechanic and Dental Hygienist | Principal, Government Dental College, Chennai |
The Certificates for the above five courses will be issued by the Director of Medical Education through the concerned examination conducting authorities on successful completion by the students.
(13) Existing guidelines
Paragraph 4 of the G.O
Sub-Para No.16
Periodical Inspection to these Privates Institutions should be carried out by the Government by appointing senior Professors in the respective specialities and a nominee of the Director of Medical Education, Madras.
Amendment
In paragraph 4 (16) of the G.O., the following condition shall be added :
The Trust /Society permitted by the Government to start Para Medical Courses has to pay Rs.5000/- towards Administrative fee/Inspection fee to the Government account. The above Administrative fee/Inspection fee should be paid one time only before starting the course.
(14) Existing guidelines
Paragraph 4 of the G.O
Sub para No.18
No increase in the intake of students shall be allowed unless the Private Management creates Endowment Fund to the tune of Rs. 10/- lakhs in full.
Amendment
In para 4 (18) of the G.O. the provision for increase of seats shall be deleted totally,since the Govt. have issued ban order for increase of seats. in G.O.Ms.No. 610 Health, dated 13.11.98

Sub Para No.23
Nil
Amendment
The following additional conditions shall be included as item No.23 of the G.O.
23. The institute so permitted to conduct the courses will be allowed to shift/ change of study center only after completion of three years from the date of actual commencement of the course by the first batch of the students.

Nil
Amendment
The following additional conditions shall be included as item No.24 of the G.O.
24. If the same trust applies for different para medical courses they should provide all physical facilities for each course separately without overlapping except bed facility.
