B.Sc. Course
(Amendment to Guidelines framed in G.O.Ms.No.758, Health dated 27.5.1991)
(1)Existing Guidelines
Paragraph 1 Annexure to G.O.
The Private Management / Educational Trust / Agencies which propose to open unaided self financing nursing colleges to run B.sc(Nursing) course shall obtain prior permission of the State Government before applying to the Tamil Nadu Dr. MGR Medical University for affiliation and the Nursing Council of India, New Delhi for recognition.
Amendment
The following revised paragraph shall be substituted instead of existing para 1 in Annexure to G.O.
The Private Self Financing Educational Trust / Chartiable Trust / Society which proposes to open unaided self financing nursing college alone should be considered for granting permission to start B.Sc Nursing course and obtain prior permission from Government of Tamil Nadu, before applying to the Tamil Nadu Dr. MGR Medical University and Nursing Council of India, New Delhi for recognition / affiliation.
(2) Existing Guidelines
Paragraph 6 Annexure to G.O.
An endowment of Rs.20 lakhs (Rupees twenty lakhs only ) should be provided by registration in the Joint name of the Trust /Private Management and pledged in favour of the Director of Medical Education, Tamil Nadu ( in his / her official capacity) This amount should be deposited in a Nationalised Bank. The amount can be paid in lumpsum (or)

Amendment
The following additional condition shall be incorporated to para 6 / Annexure to G.O.
The additional condition of creating Government Endowment fund of Rs.20/-lakhs should be made only from the Nationalised Bank/Government undertakings atleast for a period of minimum 5 years. The above conditions should be fulfilled. On failure to comply this condition the Government is empowered to cancel the Government permission issued for the course.
(3) Existing Guidelines
Paragraph 9 Annexure to G.O.
In regard to provision of land the following minimum extent should be provided by the private management:-
i) | City Areas | 10 acres |
ii) | Municipal Town | 20 acres |
iii) | Semi Urban or Rural Areas | 30 acres |
The management should produce documentary evidence for their possession of 50% of the lands before opening the college. The remaining 50% should be purchased within a period of two years of the commencement of the Institution.
The following additional condition shall be incorporated to paragraph 9 Annexure to G.O.
1. The private trusts which apply for permission for B.Sc nursing course should provide all physical facilities (i.e class room, Lab, Library, auditorium, office Examination Hall etc., as per INC Norms in a building which should be situated within the land area of 10/20 /30 acres provided for the course. (city -10 acres/Municipal -20 acres /Semi urban/Rural-30 acres)
2. The lands to be provided for the course must be in the name and absolute possession of the trust which applies for permission for B.Sc Nursing course.
3. No Rental agreement for such permission of land will be accepted. However long lease can be permitted for which registered lease deed must be obtained and produced.
4. The building provided in the land should have been approved by the concerned land Revenue /Local authorities.
(4) Existing Guidelines
Paragraph 11 Annexure to G.O.
No increase in seats over and above the permitted strength should be made without prior approval of the Government. Every time any increase in seats is Contemplated, the Government should be intimated at least six months in advance. Increase of seats, can be considered only after the full payment of the Endowment, bank guarantee, furnishing of the Solvency certificate and completion of all facilities including staff and equipment mentioned above, obtaining the Tamil Nadu Dr.MGR Medical University affiliation Nursing Council of India's recognition and after the first batch has successfully completed the entire course.
Amendment
The following condition shall be deleted in paragraph 11 Annexure to G.O.
The following condition shall be deleted Since the Government have already issued ban orders for increase of seats in para medical courses in G.O.Ms.No. 610, Health, dated 13.11.1998.
(5) Existing Guidelines
Paragraph 12 Annexure to G.O
The management should also give separate undertaking stating that No Capitation fee or any other fund in its garblike building fund etc will be collected from the students seeking admission in the Private self financing Nursing colleges.
Amendment
The following conditions shall be incorporated to paragraph 12 Annexure to G.O.
"Tuition fees including special fees should be collected from the students at the same rates as prescribed by the Government from time to time".
(6) Existing Guidelines
Paragraph 13 Annexure to G.O.
The Government also stipulate that if the conditions are not fulfilled by the Private Managements so permitted, the permission granted is liable to be withdrawn at any time and the Government will have the right to take over the Nursing colleges at any time, with all its immovable and movable properties including endowment and cash balances without paying any compensation.
Amendment
The following additional conditions shall be incorporated in paragraph 13 Annexure to G.O.
"The Government have right to utilise the Government Endowment fund created by the trust in meeting the justifiable payment to students that may arise due to non compliance of rules and regulations of the Government by the trust like winding of course without valid reasons etc."
(7) Existing Guidelines
Paragraph 14 Annexure to G.O.
A nominee of the Government of Tamil Nadu should be an ex-officio member of the Board of Management of both college and affiliated teaching hospitals.
Amendment
The following additional conditions shall be incorporated in Paragraph 14 Annexure to G.O.
"The institution so permitted to conduct the B.Sc.Nursing course would be subject to periodical inspection by a committee constituted by the Director of Medical Education along with the concerned official . The Inspection fee/Administrative fee as detailed below is payable by the trust to the Government account. The Inspection fee/Administrative fee of Rs.5000/- is payable by all institutions permitted by the Government to conduct B.Sc. Nursing course . The above administrative fee shall be paid one time only.
(8) Existisng Guideline
Para 16 Annexure to G.O.
The college should have its own or attached hospital as per the requirements of the Nursing Council of India, New Delhi for clinical training of its students. 50% free hospital beds should be for the poor, free patients for getting adequate clinical material for the students. ( A paying patient may not be willing to be examined by a student).
Amendment
The following additional conditions shall be incorporated in paragraph 16 Annexure to G.O.
"The Management must provide 150 beds own Hospital with all facilities for clinical training of students duly providing 50% of beds free for poor patients. However, the same 150 bed own hospital is permitted to be utilised for other courses run by the same institution in the same area. But, the same bed facility will not be permitted to be utilised by another trust's institutions. Attachment of hospital may be allowed but the same hospital should not be shown by any other institution.

Amendment
The following additional conditions shall be incorporated as paragraph 26 Annexure to G.O.
26. The trust for Private Management so permitted by the Government to conduct the course with a valid Government orders should commence the course within a period of 2 years from the date of Government order, other wise the permission granted will lapse and trust should get revalidation orders from DME after verification of facilities.
1. "Institute so permitted to conduct the courses will be allowed to shift/change of study centres only after completion of three years from the date of actual commencement of the course by the first batch of students after getting orders of Government on re-inspection of the centre.
2. If the same trust applies for different paramedical courses they should provide all physical facilities for each course separately without overlapping.
